Steven B Wordsworth, PMSM, AVSEC PM.

Steve has a career of over 42 years in leadership roles in law enforcement, aviation security and crisis response.  He served 35 years in the Hong Kong Police, retiring in 2015 at the rank of Chief Superintendent. 

He established AVSEC Consulting (Hong Kong) in August 2018. Steve is a qualified AVSEC Professional Manager under the ICAO/Concordia University programme. Moreover, he is an ICAO international instructor.

Steve has conducted training, coaching and workshops online and directly in over 20 jurisdictions including joining a UN mission to Cambodia in 2022.

In July 2018, he completed the development of an ICAO standard training package on behavior detection. This package concluded his accreditation as an ICAO Course Developer. Steve also wrote and initiated an aviation security course for delivery at Hong Kong universities. 

Between 2016 and early 2018, he led the development training section of the Hong Kong Aviation Security Company. The role involved training and coaching for all levels within the organisation. Moreover, he acted as an advisor for security and crowd management operations. 

During his career, he's reviewed hundreds of security incidents to determine remedial measures. Furthermore, he’s assisted with aviation security projects outside of Hong Kong. Steve is a fellow of the Asia Pacific Centre for Security Studies, Hawaii. He attended their Counter-Terrorist Course in 2010.

During his police career, he held senior command positions with many front-line units. These include the Police Tactical Unit and Emergency Unit. These duties covered public order and counter-terrorism. He worked at both Kai Tak and Chek Lap Kok Airports.

From 1983 to 1995, Steve served in the Royal Hong Kong Police EOD cadre. He participated in many operations, while also qualifying with the British Army as a search advisor. During the handover period, he commanded the Counter Terrorism and Internal Security Division. 

In 1998, Steve led the team that planned and executed the move of essential equipment from Kai Tak to Chek Lap Kok Airport. This operation was the most time-critical peace-time exercise of its kind. It concluded with the successful opening of the new airport

Steve has direct experience in security management and response planning frameworks. In turn, he’s tested systems by leading crisis response and management exercises. Further, he’s conducted leadership coaching acting as a mentor to many young people.

He taught crisis management and emergency response, operational planning, crowd management and control. He's trained in 'Red-Teaming' and is an accredited Advanced Facilitator.

In the past, he worked as an accredited assessor with the European Foundation for Quality Management. 

Steve speaks and writes English, and speaks Cantonese with a Yorkshire accent.
